The AC21 removed the per-country limit in any calendar quarter in which overall applicant demand for Employment-based visa numbers is less than the total of such numbers available.
Isn't it fair to ask for the reasons why the interpretation of the laws has changed?

Thanks. I have seen this document before, and if we are both looking at the same place (top of page 10), this is an average estimate that sweeps lot of detail under the carpet. USCIS's yearly updates (http://www.uscis.gov/files/article/Local%20Processing%20Times_FINAL_11Aug08.pdf) reveal more. As I said earlier, depending on where you live, your processing time can be anywhere between 5 and 15 months. From my visits to several naturalization-related threads, I have rarely seen anybody who became citizen under at least 1 year, going as far back as 2002. You are right, we won't expect another rush now as it was in year 2007 (compare the "Total" number naturalized in 2008 with that in 2007, Table 2, page 3, here (http://www.dhs.gov/xlibrary/assets/statistics/publications/natz_fr_2008.pdf)). But then, who knows what can happen after 5 years.

As I see it, the only persons benefited are the ones having the priority dates in ancient times. I think we really should not mind letting them have their GC's, being our seniors.
Yes, later year porters might end up having to wait. It's all in the game, fortunately or unfortunately. One thing is for sure, we as a whole, have an uphill battle
If it really comes to matter, I think it should be easy for an EB2 to port to EB3 if the dates are current for him in the different category. So if I were EB2 today, I wouldn't be so apprehensive :)

We have to keep doing this... Senetor Obama mentioned 1 line about fixing Legal Immigration process, also both Senators mentioned that ILegal Immigrants will be last in the line of the process so that is a huge progress for us... These candidates have an army of people working for them, they do a lot of research go to forums, go to debate websites to see what are the pain-points, if we can get our questions in top 10 in every debate now on then Legal immigration will be in the spot light, that is half the battle won... regardless who is chosen by voters they will all have legal immigration on their agenda. Look at the previous post. Its a myth that NRIs are buying up all these high end properties.
Indian real estate market is fueled by the black money india. They are using NRIs as a facade. Investing in realestate legitimizes that money. Now they don't care how much rent they are getting. It makes no business sense at all. You and me cannot comepete with them.
Assuming you are correct. The black money needs to be converted to white money. So they need to sell the apartment at some point in future. There is no point in letting it sit there with low returns. If all these properties come to market the effect is the same. It drives down the price.
Otherwise I have to conclude that these guys want to repent their mistakes and doing community a service by buying properties at sky high prices so that ordinary folks can rent it and is made affordable. :)

Sadly, your ambitions are noble, but its a cruel world out there ... we can give a guestimate ... but no estimate ....and that too just to throw off the other side either way ... either to think that we are way ahead or to think that we are waaaaaaay behind ..... let them wrack their brains and use a calculator and some of their not-so-cheap-labor-math skills to find out where we are at for a change

Maybe I am being naive. But we are not a political organization. I sure do hope we are not. We should be open, clear and precise about our goals and our funding sources/drives. Frankly our opponents pump in millions of dollars into their effort. Maybe one of these days we can compete with them monetarily. But all I know is they can get millions of dollars but not 25000 committed members.
Hence IMHO we disclose our goals. We disclose our costs up front. We have nothing to hide.

Ok, if advertising is too far-fetched, then hold some cultural events and make money on those. Brainstorm with members to find other ways to make money.
Organizing cultural events does sound like a good idea, but again the problem is "organizing". I volunteered in a few cultural event organizations and know that its hardwork and need many volunteers even in a small city (especially if its a fund-raising type). My understanding is state chapters are crying for members, if state chapters have enough volunteers it would be a good idea.
I think there were many brainstorming discussions on fund raising earlier on these forums. The problem with these anonymous forums are that anyone can give a suggestion and then do nothing about it (I am guilty of the same sometimes). Thats why I liked the idea of state chapters where members know each other and may be able to motivate each other to volunteer some time/money/etc.

No. "Canadian experience" is just a lame excuse, partially because Canada has a very subtle racism feeling, but mainly because the economy there is sluggish and weak. I have Canadian PR and lived there for a year seeking jobs. I have dozens of friends, some born in Canada and holding PhD in IT.
I recall very well when I landed there in 1998, I talked to a gentleman who was white, blue eyes. He was the counselor for a government placement program, an educated man. He grew up in Toronto; he reported to me that he felt that many employers in Vancouver, BC many times discriminated him based on his accent from the East. Another gentleman, at the same freaking day I arrived at the airport, was from England and worked in the financing sector. Again, I will never forget he told me "if you ever get a chance to go to the US, go immediately. Canada has no future". Then I met a girl the same day who told me she immigrated to Canada from the Middle East, but kept working illegally in the US. She said that living illegally in the US, with some restrictions applied, is way better than living as a legal resident in Canada. As my friend told me many times, Canada sucks. If you have a warm and sweet family back home and can get an OK job back home, think about it before going to Canada. You may end up there frustrated cursing your idea of coming here to North America. Of course if you come from a hostile place, extremely poor, etc, Canada or many other places should be a good option for you. That's different.
I would think IT experience is the same anywhere so taking it to canada should be ok? If not there are plenty of other management jobs there. It might be a new start but in a one year timespan you will be well established.
Is it just my wishful thinking?
As for masters, are you persuing MBA? How about PMP?

There are companies with H-1B workers who are so-called ``on the bench,'' meaning they are ready to be deployed to a project. Hundreds of foreign workers are standing by waiting for work.
I totally support reform in the H1 process with a target to reduce fraud. That will ultimately benefit people like us who will come here on H1B in future.
To the best of my knowledge (correct me if I am wrong) H-1B can not be applied for contract worker if the visa has to be applied on demand and bench is not allowed.

[Mr. Brown] True. If the plan B/C is not up to par with plan A then it is definitely hard to move on. Plan A (GC) gives you a grand standard of living but Plan B (India etc.) gives you a first class citizenship plus a say in the society. It's not all bad.
[harikris] Plan B/C comes into play when plan A is logically terminated. That is not the case here Mr. Brown. The process should be fast enough not to allow a life changing event to weigh in on any individual to continue with an initially chosen plan or to abandon it.
[Mr. Brown] Given the passage of time priorities/drive should be geared more towards securing and making the best of what you have (home country's citizenship) rather than what you don't have (GC). Heck, even retirement based mutual funds work in that fashion (aggressive at first, conservative as time passes).

We got to STOP taking their statements with a "pinch of salt" and "wink-wink" fashion because that would mean we have lost the fight even before we enter the field. We got to "help" USCIS and work with them so that they can help us.

[Mr. Brown] Nothing. As second class citizens (GC/USC or not) we don't have a say in this society. We give some to get some.
[harikris] Please, do what you can. Don't resign to such thoughts. Let's come up with a solution. There is no merit sitting idle. Let's start knocking doors in all earnest and some door should open for sure.
[harikris] Plan B/C comes into play when plan A is logically terminated. That is not the case here Mr. Brown. The process should be fast enough not to allow a life changing event to weigh in on any individual to continue with an initially chosen plan or to abandon it.
[Mr. Brown] Given the passage of time priorities/drive should be geared more towards securing and making the best of what you have (home country's citizenship) rather than what you don't have (GC). Heck, even retirement based mutual funds work in that fashion (aggressive at first, conservative as time passes).
[harikris] Going by your analogy, most "young" folks do play it aggressive(risky) by following up on their dreams and when it is time to consolidate/secure, they are facing uncertainties that are not quite under their control. I can assure you that all their efforts are indeed geared up towards securing what they have worked so hard for all along. I am assuming home country's citizenship and social circles are a given and no extra-ordinary effort needs to be applied in those sectors.
[Mr. Brown] No offense but it comes out a bit narcissist like ... don't ya think?
[harikris] No Sir. I don't believe for a second that i am asking more than what i paid for or entitled to.
[Mr. Brown] See now ... everyone keeps talking about this deal that USCIS promised us. Either my lawyer didn't give me the fine print (where the time frame was mentioned) or USCIS doesn't promise a time frame to every applicant.
[harikris] I am referring to the statements that USCIS/legislators make when they come up with yet another innovative method to overhaul the system to speed up the process and efficiently tackle the existing backlog within a pre-set target date. We have to take their word for it, if we are to have any solid grounds for making a case against backlogs. We got to STOP taking their statements with a "pinch of salt" and "wink-wink" fashion because that would mean we have lost the fight even before we enter the field. We got to "help" USCIS and work with them so that they can help us.
[Mr. Brown] You nailed it. I completely agree with you and guess what this arrogance from USCIS will come back to bite them but it will be too late. How do you think empires that rule for centuries crumble in a few years? Empathy (or lack-thereof) can bring one down to their knees.
[harikris] Thanks. We surely don't want to wish the vehicle [USCIS] that is supposed to take us to our "destination" to crash fatally. Let's strive to put USCIS back on track.
